都市機能維持のライフライン機能も基本的に管理者が制御している。一例として[[キサラギ]]管理区画の下水コントロール機能は管理者の制御下にある。~
レイヤードに必要不可欠な存在として君臨しているが、一般市民が管理者の存在を意識する事は余りない。~
また、[[レイヴン]]の新規登録に関しても最終的には管理者の承認が必要である模様であり、登録時には管理者直々にメールが送られてくるが、~
許可と同時に「著しい逸脱がある場合は実力で排除する」という警告も含まれる。~
AC3での[[グローバルコーテックス]]は管理者によって監視されていた。~

管理者に対するスタンスは三大企業ではそれぞれが異なっており、~
否定し、自らを中心とした新しい秩序構築を目論む[[ミラージュ]]。~
最善なシステムと全肯定し、崇拝に近い思想を持つ[[クレスト・インダストリアル]]。~
現実的なスタンスで、管理者の是非には興味がない[[キサラギ]]と明確に分かれており、紛争の原因にもなっている。~

作中では物語が中盤で自分たちの支持勢力であるクレストの設備を実働部隊で強襲。~
その際に管理者脱却を目指す[[ユニオン]]からは管理者が狂っているとの仮説が提示されている。~

次にクレストとキサラギ・ユニオン合同軍による大規模戦闘の際には突如乱入し、~
両軍に壊滅的な被害を与え、その後は各所で管理者配下の実働部隊が大暴れを開始。~
この時点では正体不明部隊となっているが、~
ミラージュ・クレスト・キサラギは管理者の部隊であるとの判断を下している。~
混乱に乗じたミラージュとクレストの企業間戦争やクレストによるキサラギとユニオンの残党勢力の掃討戦も激化し、レイヤ―ド全域は混乱状態に陥る。~

各社は紛争を繰り返しながら独自に管理者への対向を続けるが、各企業を上回る管理者の戦力を前にクレストとキサラギは壊滅。~
ミラージュも劣勢になる等、三大企業ですら対処出来ないほどの力を持つ。~
そのまま地下世界維持に必要な設備が次々に破壊され、レイヤードは破綻寸前まで追いつめられることになる。~

本体は巨大な塔でコンピュータ部分は強力なENシールドで防御されている。~
結局はユニオンの派遣したレイヴン（＝プレイヤー）によって破壊され、人類は地下都市から解放された。~
狂って暴走したと思われていたが、最後のメッセージでは地上へのゲートロック解除を持って「プログラムの全行程を終了」とのメッセージが流れる。~
そのため、一連の暴走行為すら本当は当初より予定されていたプログラムの一環だったのではとする説も強い。~
戦力には特殊型無人MTからACや水中型巨大MT、さらには飛行分離型巨大機動兵器まで保有していた。~
ちなみに、SLのミッション「機密データ先取」中最奥の部屋へ行けば残骸となった管理者が見られる。~
DOVEとは別にサイレントライン内に存在する滅びたレイヤードには、IBISのパーソナルネームを持つ管理者が存在する。~
