第一層から第四層に分かれ、各層に居住区画や商業区画など様々な区画が割り振られており、この区画の集合体を「都市」と呼称し、レイヤード内には22の都市が含まれているという。

レイヤードは[[管理者]]によって管理されているが、管理者はルールを破らない限り介入する事はないスタンスを貫いていたため、管理者が保有する以外の経済や司法といった権力は各都市に点在する企業によって牛耳られており、その中でも有力な企業が[[ミラージュ]]、[[クレスト・インダストリアル]]、[[キサラギ]]である。

各区画の延べ面積は900万平方km(アメリカ合衆国の領土総面積に匹敵する)にも及び、地下とは思えないほど広大な面積を持つ。レイヤードを端から端に横断するには交通機関を利用しても3日はかかるという。~
また、レイヤード内の環境は管理者によって管理されており、擬似的とはいえ、気象や空、山岳地帯、海までも再現されているため、住人が地下都市であることを意識することはほとんど無い。

AC3においては全ミッションがこの箱庭の中で繰り広げられ、エンディングにおいて地上へのゲートが解放される。~
地上へと人類が進出したSLの時代においても多くの人々が居住している。この時期、三大企業の関心事は[[サイレントライン]]の向こう側ではあったが、[[クレスト>クレスト・インダストリアル]]はレイヤードの再開発にも注力していたとされる。~
